Here are a few sites I know you can get anime for cheap.. maybe others can add to the list here :D

rightstuff.com usually has weekly deals and bargain bins all the time, some decent prices with 3 dollar economy shipping.

Amazon runs the occasional great deal.

I find gohastings.com is a great place to get (used) anime, they sell lots of individual volumes for .89 to one or two dollars, so when they have a shipping deal (since shipping usually kills) you can easily put together collections of shorter series for really cheap.

Its not actually sites but Funimation releases older shows in box sets under the "category" of S.A.V.E. dvds. It usually has the side of the cover a light green and you can get complete series depends on how long they are, 13 episodes are usually around $15 and 24-26 are usually $20. This is the price I have seen them at the Hastings store near me so Im not sure how much they are online. Which I just checked and it's the rightstuff.com site you mentioned Nitz. I'd check out things under that as well.
