Why doesn't activison just outsource all programming to Chinese laborers?

Who care if it's cheaper for Activision?
I don't want to pay full price for COD: invasion Taiwan and suffer through a five hour campaign in Engrish.

When have these companies do anything that's going to favor gamers ever? It's not in them at all. Well, maybe Microsoft is going to do it after they assume full ownership of the Activision Blizzard after acquiring it for almost $70 billion.
