Yeah, he could use VB or IPB, but I think tommy's looking for something free. Is there a free host similar to Invisionfree that does vbulletin forums?
Anyway, if you can wait, ZetaBoards is looking really good (which is from the invisionfree people) Though it's still in beta and it might take a bit for mods/plugins/hacks/stuff to be created. and unfortunately the beta forums will probably be deleted when it leaves beta.
