if he's using the things as a shield fire at his legs then he's be stunned for a few seconds then unload to his chest or head.
Here is how I beat Krauser on Pro Mode.
1. Equip a Magnum.
2. Let him come to you.
3. Dodging comes before attacking, if you see a dodge prompt, then use it.
4. Aim low with the knife and when he takes his arm away either for a low sweep or a backhander hit, knife him.
5. Once he is on one knee pop a magnum round or four in his head.
Just watch out for his double roundhouse, you can easily avoid it by walking backwards. After he misses, another magnum round into his skull for cheek.

I just defeated Krauser on pro mode. It wasn't as bad as I thought it would be. I died once during his second form because I got a little too greedy with my knife attempts. But it was weird though, once I slashed him to get him to kneel, I would just repeatedly knife him and once he was about to stand up, he'd fall to his knee again and I could continue slashing. He kneeled around 3 times before he finally went down but not once could he even move from his position.
I realized that the knife also works well for his first form. Walk in, then immediately walk backwards as he's about to slash. Once he misses, quickly run up and knife him. Do that twice and he'll flee.

I found that in his second form if you run into him, he uses that uppercut more, and also the sweeping kick/forearm drop move.
